JOB TITLE: Manager, Patient Care Clinical Services
DEPARTMENT: Nursing

KEY FUNCTION:
Oversees patient care, day to day administrative, human resources and financial functions for designated area of responsibility. Ensure that organizational initiatives align with the Hospital’s Strategic direction, relevant legislation, corporate policies and collective agreements. Ensure the completion, sustainability, assessment, continuous monitoring and evaluation of Hospital and patient care initiatives. Collaborates closely with other health care providers to ensure that clinical care is consistent and meets the standards of the College of Nurses of Ontario (CNO). Provides support and coverage for other clinical managers.
REPORTING:
Under the general direction of Vice President Quality & Clinical Services and Chief Nursing Executive (VP-CNE).
DUTIES:

  1. Collaborate with the VP-CNE, nursing, and the multidisciplinary team to ensure quality care is achieved by upholding regulatory standards, developing policies and procedures, measuring health outcomes against key performance indicators and making recommendations for quality improvement.
  2. Promote, support and monitor the delivery of optimal patient care through day-to-day planning and the management of human and material resources.
  3. Design, promote, and facilitate the use of systems to ensure that the provision of patient care is consistent with departmental and professional standards.
  4. Promote and encourage communication between patients, families, and the interdisciplinary health team.
  5. Support the Infection, Prevention and Control professional in the appropriate monitoring and mandated activities and educational programs.
  6. Monitor quality of patient care through key performance indicators, direct contact, observation and review of documentation and evaluation of outcome of care.
  7. Ensure sufficient and appropriate resources and staffing to meet patient care demands.
  8. Liaise with nursing team and external agencies to resolve and reduce barriers impeding patient flow to and from other facilities and to the community.
  9. Monitor daily census related to patient flow and bed utilization and assists and mentors’ staff with addressing flow issues as necessary.
  10. Liaise with other managers to ensure inter-Hospital collaboration in order to meet staffing requirements, patient care and flow staffing needs.
  11. Work in collaboration with the Human Resources Department and the VP-CNE to develop a human resource plan for the nursing department.
  12. Investigate, plan, initiate corrective action, evaluate, and document staff and patient related incidents in the Incident Management System (RL6)
  13. Submits and manages capital and operating budgets based on the interpretation of statistical information, incidents, and projecting relevant unit activity.
  14. Evaluate, develop, implement, and monitor Risk Management, and Patient Safety Programs appropriate for departments.
  15. Collaborate and maintain positive business relationships with internal customers and outside entities.
  16. Promotes infection control measures and ensures staff adheres to hygiene standards.
  17. Promotes health and safety policies and procedures and ensures safe working practices.
  18. Review, interpret, implement, and ensure departmental compliance with policies, Collective Bargaining Agreements, operating plans, and processes affecting quality improvement, risk management, legislative, and regulatory compliance.
  19. Maintain current knowledge of best practices, and benchmarks and implement improvements/changes as appropriate.
  20. Communicate regularly with internal and external customers to assess level of satisfaction with services provided and implement remedial actions necessary within available resources.
  21. Develop standards of performance, monitor, and supervise staff, evaluate performance, and make recommendations on disciplinary action and performance.
  22. Encourages a positive working atmosphere while maintaining goals and objectives.
  23. Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  24. Responsible to provide on-call coverage within a rotation of Clinical Managers.
  25. Represent the department on various committees and in meetings as required.
  26. Perform other duties as required.

QUALIFICATIONS
EDUCATION AND TRAINING:

  1. Four (4) year Bachelor’s degree in Nursing or a related health care field from an accredited post-secondary institution.
  2. Registration and good standing with a professional college.
  3. Competent to perform CPR.

EXPERIENCE:

  1. Five (5) years of current nursing or clinical healthcare experience.
  2. Experience in a hospital setting is required
  3. Experience in leadership or supervising is preferred.
  4. Experience in a unionized environment is preferred.
  5. Experience in financial planning and budget execution is preferred.

KNOWLEDGE/SKILLS/ABILITIES:
