Key Responsibilities: 

1.0  Human Resources

  • Responsible for performances and services delivered by assigned program managers, clinical coordination, and scheduling team members
  • In collaboration with the Executive Director interviews, screens, and hires In Home Service team members
  • Orients, supervises and coordinates the activities of In-Home Services team members
  • Oversees work schedules and work assignments to ensure they most effectively meet program needs.  
  • Evaluates assigned program team members
  • Plans and organizes workshops, training programs, courses, program curricula, and training materials in accordance with assigned program goals.  
  • Serves as a resource for staff and others, on matters relating to program policies
  • Works collaboratively with the Executive Director, Senior Management, and office team members and ensures an atmosphere of collegiality.

2.0 Program Policy Development

  • Researches existing policies for assigned programs to ensure compliance with all program regulations and requirements. 
  • Creates and maintains a functional infrastructure for all programs
  • Anticipates, in collaboration with the Executive Director and assigned office team members how programs can and/or need to adapt and evolve based on client needs and the resources of OWCS
  • Participates in the review, analysis, and appraisal of the effectiveness of the ALS-HRS, Respite, and PSS programs. 
  • Ensures all services programs meet OWCS program policies

3.0 Client Care

  • Ensures an appropriate plan of care that clearly identifies goals, objectives, and anticipated outcomes
  • Coordinates care and support services that need to be accessed through community partner agencies
  • Consults with physicians in matters relating to client care services
  • Consults with nursing and other staff members regarding clients or families, special programs, or service programs
  • Following the College of Nurses of Ontario decision tree, teachers, assign monitors and evaluates the delegation of regulated tasks to PSW Team members
  • Prepares and submits client care reports and stats as required
  • Participates in the operationalization/implementation of administrative policies and procedures relating to effective client care

4.0 Operations

  • Ensures the program operates within and complies with all Federal and Provincial statutes
  • Coordinates and monitors the day-to-day administration of assignment programs
  • Oversees assigned program coordination and logistics, prepares necessary reports, monitors weekly targets, and monitors compliance with policies and procedures
  • Oversees the office management duties for the assigned programs
  • Oversees the maintenance of records and filing systems to support the assigned programs
  • Reviews the components of each program model and establishes annual work plans based on available resources.  
  • Directs the work of assigned programs and determines priorities
  • Has regular meetings with and works closely with the in-home service team members are required
  • Supports operational duties of team members when required

5.0 Public Relations and Community Liaison

  • In collaboration with the Executive Director engages in, or delegates and oversees participation in,  public relations and promotional activities for all in-home service programs
  • Attends community meetings to represent assignment programs and to answer questions from the public or other organizations
  • Represents OWCS at related program partner meetings as required

6.0 Financial and Reporting

  • Oversees and coordinates the collection, compilation, and analysis of program activity data
  • Develops, writes, and present statistical and narrative program report

7.0 Accreditation, Quality, and Risk Management

  • Actively participates in the accreditation process for the organization
  • In collaboration with the Executive Director, develops and implements office policies by setting up procedures and standards to guide the organization
  • Develops an annual quality and risk plan designed to govern the annual quality and risk program focuses and activities including disaster planning. 
  • Implements, monitors, and analyzes all Quality and Risk Management program activities for In-Home Services
  • Develops and implements required occupational health and safety committee and participates on the committee to support, implement and monitor adherence to all provincial regulations and guidelines. 
  • Oversees quarterly tracking, assessment, recording, and reporting of all established operation indicators and benchmarks
  • Oversees a quarterly test of an aspect of the organizational disaster plan, evaluates results, and modifies the plan if required
  • In collaboration with the Quality Improvement Committee members, designs, implements, analyses, and as required modifies performance improvement plans to ensure adherence and compliance with established organizational performance benchmarks.

8.0 Other

  • As with every position at OWCS, the Senior Manager, In-Home Services will provide any other support that is required for the smooth daily operation of OWCS programs or will perform any extra task that is requested  by the Executive Director

Qualifications

Education

  • Baccalaureate Degree in Diploma in Nursing
  • Registered in good standing with the College of Nurses of Ontario as an RN
  • Master's degree in Business or Health Administration would be an asset

Experience

  • 5-10 years of experience in clinical program management, supervising staff, and program coordination
  • Managing program delivery and operations
  • Overseeing community services
  • Experience with and competence in the management of a multi-faceted program and the financial processes that support it
  • Experience in program planning, development, and evaluation
  • Ability to balance demands and priorities and manage effectively

Skills Required

  • Comprehensive knowledge of community support and health services, community resources, and program planning. 
  • High level of competency with Outlook and all Microsoft Office Suite software

Abilities

  • Excellent written and verbal communication skills, bilingualism an asset
  • Strong interpersonal skills
  • Time Management
