SUMMARY:
Reporting to KOeTS CTC Supervisor and the Community Health Director, the Telemedicine RPN will collaborate with the CTC to ensure the delivery of dependable day-to-day telemedicine services in the community. This position is responsible for the scheduling, organizing, planning, coordinating and supervising the daily/weekly activities of the telemedicine department in accordance with CNO Standards of Practice. The Telemedicine RPN, following the scope of practice as set out by the College of Nurses of Ontario (CNO) is responsible for assessing, planning, and providing nursing care and interventions to clients prior to their Telemedicine appointment. Services include collaborating with the CTC on coordination and technical support for confidential clinical telemedicine consultations with health care providers and support for videoconferences for clinical, educational, training, administrative and business consultations for community members. All activities are facilitated through the effective set-up and use of telemedicine equipment.

RESPONSIBILITIES:

A. Complies with the CNO scope of practice and supports departmental and organizational goals.
1. Follows the mandatory legal and ethical standards of practice for the profession of nursing as set by the College of Nurses of Ontario (CNO).
2. Supports and contributes to the philosophy, mission, vision, values, goals, objectives, policies, and procedures of Keewaytinook Okimakanak eHealth Telemedicine Services.
3. Promotes and demonstrates effective use of departmental reporting structures and relationships.

B. Provides safe, holistic, patient-centered care.
1. Demonstrates ability to communicate effectively, both orally and in writing, with clients and their families, colleagues, physicians, and outside agencies.
2. Performs nursing procedures/clinical duties, as required.
3. Maintains knowledge of best practice in all relevant practice areas.
4. Ensures safety and cultural sensitivity of all patients/clients within employee’s care.
5. Provides ongoing support for patients/clients, families, and staff.
6. Educates clients on importance of attending appointments.
7. Promotes and demonstrates patient and staff confidentiality.
8. Ensures privacy and confidentiality with patient health records.
9. Collaborates with Community Telemedicine Coordinator and KOeTS Scheduling department to schedule consults and confirm availability with patient.
10. Works with Community Telemedicine Coordinator and Nursing Station to arrange transportation for patient (to and from site for appointment, as required)

C. Works collaboratively within an interdisciplinary team environment that includes the CTC and nursing staff in the community
1. Communicates effectively with all levels of staff within the department, with other departments, and with external partners (i.e., OTN, KO eHealth, etc.).
2. Promotes interdisciplinary collaboration in the best interests of the client.
3. Coordinates and participates in patient care planning and multi-disciplinary team conferences as required; communicates changes in the patient care to other staff as necessary.
4. Completes nursing requirements prior to Telemedicine appointment; blood work, x-rays, vitals, weight/height, etc.).
5. Collaborate with the CTC to train and support community health personnel in the use of Telemedicine equipment.
6. Community Telemedicine Coordinator and Telemedicine RPN collaborate together with K-NET and KOeTS staff to provide videoconference training sessions to community members and organizations when required; ie. Chief and Council, Band Office staff, school, nursing station, etc.

D. Supports and ensures Continuous Quality Improvement (CQI).
1. Participates in departmental and organizational projects geared toward CQI.
2. Participates in organizational committees and teams as assigned.
3. Participates in research as appropriate and as supported by the organization.
4. Collaborate with the CTC to ensures safety and the optimum performance of equipment, by routine monitoring and observation, by performing tests to evaluate functions required and by ensuring preventative maintenance is conducted.

E. Collaborate with the CTC to compile statistical data for the preparation of reports and maintains clinical documentation.

F. Provides leadership.
1. Provides guidance and support to new staff.
2. Organizes and participates with Community Telemedicine Coordinator in community heath workshops, career fairs, radio shows to promote Telemedicine.
3. Participates in community engagement sessions with KOeTS management and staff.
4. Reports to the Chief and Council on usage of Telemedicine, as required by CTC Supervisor.

G. Supports the planning, implementing, and monitoring of departmental and organizational goals, policies, and procedures.
1. Reports for work on time, as scheduled, on a regular and consistent basis, in accordance with organizational policies, procedures, and standards.
2. Signs in and signs out daily to “Open for Business” utility on KOeTS website.
3. Identifies the facilities, human resources, equipment, supplies required to fulfill the clinical and education functions of the department.
4. Complies with departmental dress code.

H. Health and Safety.
1. Responsible for taking reasonable care to protect the health and safety of yourself and others, by practicing and promoting safe work habits, by using personal protective equipment and reporting unsafe acts or conditions to your manager/supervisor.
2. Maintains and practices infection control techniques while performing clinical nursing skills (i.e., blood glucose readings, auscultation, examining skin lesions, etc), and providing patient education.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum Formal Education:
Graduate of recognized R.P.N. Program.

Certification/Registration/Designation:
Registered Practical Nurse - Province of Ontario

Special Knowledge and Skills:
Current knowledge in concepts and trends in nursing.
Excellent clinical, communication, organizational and interpersonal skills.
Ability to speak English and Ojibway, Oji-Cree or Cree.
Ability to operate and utilize computers, telemedicine equipment and video-audio recording equipment.
Computer literate

Nature and Amount of Experience:
Minimum one (1) year experience in nursing preferred.
Minimum of two years’ experience as a community-based employee

Judgment and Initiative:
Demonstrated abilities in problem solving, conflict resolution, decision making and group process in keeping with the Scope of Practice.

Key Relationships:
Multidisciplinary team members, external care providers, external agencies, patients, and families. Reports to area manager.

Degree of Responsibility for Decisions:
Responsible for scheduling, coordination, set-up and implementation of patient consultations and staff/manager’s administrative or educational opportunities.

Physical/Mental Demands:
Good health - a demonstrated ability to attend work on a regular and consistent basis.
