Manager Infectious Disease

Job Summary

 Reporting to the Director, Clinical Services, the Manager Infectious Disease is responsible for managing the delivery of the Infectious Disease program, as outlined in the Ministry of Health and Long Term Care (MOHLTC) Ontario Public Health Standards (OPHS) and in relation to the Health Protection and Promotion Act R.S.O. 1990.

Education

  • Post-secondary degree in Nursing, and a Masters Degree in the Health Sciences or related field.

Knowledge

  •  Minimum of 5 years in Public Health Nursing, including counselling and case management, and experience in working with reportable infectious diseases, outbreak management in health care facilities, immunizations.
  • Current registration with the College of Nurses.
  • Annual competency compliance with the College of Nurses and annual renewal of CPR certificate.
  • Knowledge of theory and practice related to Public Health Nursing, health promotion and education, specific legislation relevant to medical/clinical procedures and practice (e.g., Consent to Treatment, Health Promotion and Protection Act, and Personal Health Information Protection Act).
  • In-depth knowledge of infectious diseases issues.
  • Knowledge of computer applications such as electronic medical records, Panorama, Integrated Public Health Information System (iPHIS).
  • Certification in Infection Prevention and Control certificate (CIC) preferred

Responsibilities

Manages the delivery of the Infectious Disease program, providing the public with comprehensive and confidential infectious disease case investigation and educational programs.

  • Plans, implements and evaluates program initiatives in accordance with mandatory MOHLTC OPHS, implementing ongoing assessments of community needs and evaluations of program effectiveness.
  • Develops an annual business plan (operational plan) that aligns with the Corporations Business Plan and Niagara Region Public Health’s strategic goals, implementing and evaluating outcomes and reporting to the Director and Medical Officer(s) as required, and the MOHLTC.
  • Implements initiatives to ensure the program will reduce reportable infectious diseases, collaborating with community health care physicians, and health care facilities.
  • Provides testing, treatment and case management for Tuberculosis.
  • Provides knowledge for infection prevention and control for health care facilities, guides health care facilities in respiratory and enteric outbreak management.
  • Responds to community needs, conducting community assessments, identifying program impacts, developing program plans and implementing and evaluating strategies.
  • Provides information to the public related to infectious disease issues, responding to public concerns, writing and presenting reports related to the program mandate and responding to requests for information from the media.
  • Ensures emergency preparedness and response to new and emerging infectious diseases of public health importance, including pandemic planning.

Ensures effective processes, policies and practices are in place and support regulatory standards, requirements and medical directives, monitoring compliance and addressing issues.

  • Ensures nursing and infection prevention and control best practice guidelines are implemented and adhered to.
  • Ensures the client records and documentation are maintained according to the standards outlined by Niagara Region Public Health, the Corporation and the College of Nurses of Ontario and record retention policies and by-laws.
  • Ensures that all staff (nursing, program assistants, health promoter) function according to approved policies and procedures, in order to deliver safe effective counseling and medical service confidentially for the clients.
  • Maintains a comprehensive policy and procedure manual that speaks to infectious disease case management and Tuberculosis case management.

Manages people resource planning for the operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results.

  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring  support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. 

  • Ensure goods and services are acquired in accordance with the procurement policy. 
  • Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.

Creates, develops and maintains internal and external partnerships with other community organizations and service providers, which support and promote program mandate. 

  • Participates in departmental and corporate committees, attending meetings to assist with planning and strategy development, participating in opportunities for research or ongoing learning with organization or other health units.
  • Provides timely and accurate reporting to a variety of different internal and external stakeholders.

Special Requirements

  • Annual influenza vaccination – preferred.
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
  • Participate in on standby rotation.
